Overview

Voting is one of the most important ways homeowners can influence their community. Whether electing Board members or approving major changes, homeowner votes ensure decisions reflect the will of the association’s members.

A quorum is the minimum number of homeowners who must participate—either in person or by proxy—for official business to be conducted.

What Is a Quorum?

Quorum requirements are established in your association’s Bylaws. Without quorum, the association cannot hold elections or conduct official business at a meeting.

Typical quorum requirements:

  • 10% to 20% of total homeowners (for large associations)

  • 25% to 50% (for smaller communities)

Participation can be counted by:

  • Homeowners attending the meeting in person

  • Proxy forms submitted before the meeting

  • Electronic votes or ballots (if permitted by governing documents)

Voting Methods

Your HOA may conduct voting using one or more of the following methods:

  1. In-Person Voting: Cast ballots during the annual meeting.

  2. Proxy Voting: Assign another homeowner or the Board to vote on your behalf.

  3. Electronic Voting: Some associations use online tools for secure, convenient voting.

  4. Mail-In Ballots: Used when large numbers of homeowners are unable to attend meetings.

All ballots are counted and verified to ensure fairness and accuracy.

Why Quorum Matters

If quorum is not met:

  • The meeting cannot proceed with elections or votes.

  • The association may need to reschedule the meeting.

  • Additional mailings or notices may be required, increasing costs.
